MoH introduces new quarantine exemption rules for travellers with COVID infection history

Malaysia has introduced new quarantine exemption rules for travellers to the country who have been previously infected by the COVID – 19 virus. This will come into effect from Thursday (Jan 13).  The exemption is subject to such travellers being fully vaccinated and having contracted Covid-19 within 11 to 60 days of their arrival, said Minister of Health (MoH) Khairy Jamaluddin

In a statement on Wednesday (Jan 12), Khairy said the travellers must have printed or digital laboratory reports to show they were infected with the virus within that period.

Positive COVID – 19: Seven-day quarantine for vaccinated individuals

Fully-vaccinated individuals who test positive for all variants of COVID – 19 and are asymptomatic must undergo isolation for seven days, said Health Minister Khairy Jamaluddin.  He said individuals positive for COVID – 19 who are not fully vaccinated or unvaccinated or symptomatic, must undergo the mandatory 10 – day isolation.  Meanwhile, close contacts of COVID – 19 positive cases who are fully vaccinated and have received their booster shot will be required to undergo a five – day quarantine.

Shorter quarantine for some travellers

Travellers who have received booster shots are only required to undergo a five – day quarantine upon arrival in Malaysia effective Monday, says Khairy Jamaluddin.  He added that the travellers with booster shots would need to undergo COVID – 19 polymerase – chain reaction (PCR) test two days prior to travelling, on the arrival day and on the fourth day of quarantine; or using rapid test kit (RTK) on the fifth day supervised by health officers.

Travellers will be released from the quarantine period if the results of the PCR on the fourth or RTK on the fifth day are negative.  He added that the quarantine period for fully vaccinated travellers without booster shots would be seven days, while quarantine for travellers that are unvaccinated or partially vaccinated would be 10 days.

Sale of VTL tickets between Malaysia and Singapore reopened

The sale of bus and flight tickets for the land and air vaccinated travel lane (VTL) initiative between Malaysia and Singapore, which was temporarily suspended on Dec 23, is reopened with immediate effect on Friday (Jan 21).  Health Minister Khairy Jamaluddin, however, said the quota for bus and flight tickets had been reduced by 50% from the existing capacity for the land and air routes.

CNY family reunion dinners, house-to-house visits allowed, subject to SOP

Family reunion dinners will be allowed on Chinese New Year’s eve on Jan 31, says the National Unity Ministry.

It was not mentioned if there is a cap on the number of people attending the dinner and open houses will not be allowed throughout the celebration.

National Unity Minister Datuk Halimah Mohamed Sadique, who announced the standard operating procedures (SOP) for the upcoming Chinese New Year celebrations, said prayers on the first and second days of the Lunar New Year on Feb1 and 2 would be allowed, with standard operating procedures under Phase Four the National Recovery Plan in place.

NRC proposes reopening of Malaysia’s borders as early as March without compulsory quarantine

The National Recovery Council (NRC) has agreed for Malaysia’s international borders to be fully reopened from as early as March 1, 2022 without compulsory COVID – 19 quarantine, said its chairman Tan Sri Muhyiddin Yassin.  However, COVID – 19 screening tests would have to be conducted in accordance with Ministry of Health requirements for both departure and arrivals, Muhyiddin said in a statement on Tuesday (Feb 8).

Cabinet, PM have final say in full reopening of country’s borders [NSTTV]

Any decision on the full reopening of the country’s borders will be discussed by the Cabinet or the Special Committee on COVID – 19, chaired by Prime Minister Datuk Seri Ismail Sabri Yaakob.  Senior Defence Minister Datuk Seri Hishammuddin Hussein said the issue (reopening of the country’s borders) was not an easy one as it involved numerous ministries and needed to be discussed in Cabinet before a final decision could be made.  He said, among others, it involved his ministry as well as the Health and Finance Ministries.

No need to undergo 6 – day COVID – 19 tests for travellers from abroad under VTL, LITB and OSC programmes, effective March 3

Travellers arriving in Malaysia from abroad through various programmes will not be required to undergo the six-day COVID – 19 tests upon arrival effective Thursday (March 3).  In a statement on Monday (Feb 28), Health Minister Khairy Jamaluddin said the new procedure applies to travellers entering Malaysia via the air and land Vaccinated Travel Lane (VTL) programme between Malaysia and Singapore, Langkawi International Tourism Bubble (LITB) and One Stop Centre (OSC) for short-term business visitors.  The Health Ministry (MOH) dropped the requirement to undergo the COVID – 19 RTK – Ag test on the second, fourth and sixth day for travellers arriving in Malaysia under these three categories.

Employers urged to accept HSO, RO digital certs

The Health Ministry (MOH) has urged all employers in the country to accept copies of digital certificates of the Home Surveillance and Observation (HSO) Order and Release Order (RO) to avoid congestion at COVID-19 Assessment Centres (CAC).  Health Minister, Khairy Jamaluddin (pictured), said this was due to many patients coming to the CAC because their employers declined to accept digital certificates but instead asked for a written copy.

Endemic phase transition: Continued protection given but community solidarity needed, says Khairy

The government will continue to protect the people against COVID – 19 infection although the country will be transitioning to the endemic phase from April 1, said Health Minister Khairy Jamaluddin.  He said the transition process should be followed by a change from being dependent on government intervention to community solidarity and individuals’ responsibilities.

Unvaccinated travelers to Malaysia must undergo five – day quarantine, says Khairy

Beginning April 1, travelers entering Malaysia who are not vaccinated or not fully vaccinated against COVID – 19 must undergo quarantine for five days, said Health Minister Khairy Jamaluddin.  According to him, once the travelers have completed their quarantine, they must comply with the stipulated COVID – 19 regulations.

Malaysia to transition to endemic phase of COVID – 19 on April 1, says PM

Malaysia will enter the “Transition to Endemic” phase of COVID – 19 on April 1, with all restrictions on business operating hours removed and prayer activities allowed without physical distancing.

Prime Minister Datuk Seri Ismail Sabri Yaakob, in a nationwide address on Tuesday 8 March, said the transition to the endemic phase is an exit strategy that would allow Malaysians to return to near – normal life after nearly two years of battling the pandemic.

Under the relaxed COVID – 19 rules and standard operating procedures (SOPs) from April 1:

  • The wearing of face masks in public places is still mandatory.
  • Restrictions on business operating hours are abolished. Owners of business premises are allowed to set the hours of operation according to the terms of their business licence. This means restaurants and convenience stores previously operating round the clock may do so again.
  • Admission registration using the MySejahtera app is still mandatory at all premises, but is exempt at open areas that are not crowded and where there are no public gatherings. In addition, MYSJTrace is required for indoor events with large number of guests / visitors.
  • Prayers and religious activities in mosques / suraus and other houses of worship may be conducted without physical distancing rules. However, the implementation and final SOPs will be subject to the decision of the state religious authorities (for mosques / suraus) and the national unity ministry (non-Muslim houses of worship).
  • Interstate travel is allowed for all regardless of their vaccination status.
  • Limits on the number of people allowed in the workplace based on vaccination coverage is abolished.

The transition to the endemic stage was originally planned for last year but it was put off following the increase in COVID – 19 cases with the spread of the Omicron variant, and also due to the floods in eight states in December.

VTL land travel one – day quota to Singapore raised to 3,420 passengers from March 14

The Ministry of Transport has announced that the daily passenger quota under the vaccinated travel lane land travel initiative (VTL – Land) to Singapore will be increased to 3,420 people from 2,160 starting Monday, March 14.  Transport Minister Datuk Seri Wee Ka Siong said this would allow even more fully vaccinated people to travel across the Causeway without being subject to quarantine and other related requirements.  He added that this announcement follows the previous increase of capacities from 50% to 100% on Feb 16.

VTL travellers from Singapore, Thailand, Cambodia don’t have to wait for COVID – 19 test results on arrival

The Ministry of Transport (MoT) has said the standard operating procedures for the Vaccinated Travel Lane (VTL) between Malaysia and Singapore, Thailand, and Cambodia will now follow the “test and release” method, which means travellers no longer need to wait for their COVID – 19 test results before being allowed to continue on their journey.

Instead, a traveller only has to take a Covid-19 swab test upon arrival and can then proceed to their respective accommodation via private transport, taxi or other hired vehicle, as declared in the MySejahtera Home Surveillance Order.

No test or quarantine required to cross Malaysia – Singapore land border for fully vaccinated travellers

Fully vaccinated travellers are allowed to cross the land border between Malaysia and Singapore from April 1 without the need to undertake a COVID – 19 test both before departure and upon arrival.  Announcing this on Thursday (March 24), Health Minister Khairy Jamaluddin said they are also not required to undergo any quarantine.

These are specific protocols for all travellers who cross the land border between the two countries, Khairy told a press conference in Parliament on Thursday (March 24).  For those travelling by air between Malaysia and Singapore, they no longer need to undergo quarantine and COVID – 19 testing upon arrival.

Protocol for travellers in conjunction with reopening of country’s borders

Malaysia is preparing a protocol for travellers in conjunction with the reopening of the country’s borders on April 1 towards making it a safe destination as well as avoiding congestion at international gateways, said Health Minister Khairy Jamaluddin.

He said among others, the protocol would require travellers to download the MySejahtera application, upload the real – time Reverse Transcription Polymerase Chain Reaction (RT – PCR) test results before departure, and fill in pre – release forms.

Pre-departure measures:
1) Travellers are required to download, register and activate the MySejahtera application.
2) They are required to complete a travel declaration including vaccination information that can be accessed via the Traveller icon in the MySejahtera application.
3) They are required to upload the results of their RT – polymerase chain reaction (PCR) test done two days before departure.
4) For travellers who were infected with COVID – 19 within six to 60 days before departure, they are required to upload the results of their Rapid Test Kit Antigen (RTK – Ag) done two days before departure.
5) Meanwhile, non-citizen travellers are also required to have both COVID – 19 and travel insurance, as well as to state the address where they will be staying in Malaysia.

Upon arrival in Malaysia:
1) Travellers will go through fever screenings via thermal scanners or conduct self-referrals by reporting to health workers if they are symptomatic for further examination at the health counters at the international entry points.
2) Asymptomatic travellers can continue their journey to the immigration counters for further checks.

24 hours after travellers arrive in Malaysia:
1) Travellers are required to undergo the same RTK – Ag test whether at a private health facility at the international entry points or outside within 24 hours.
2) The RTK – Ag test results will be obtained in the MySejahtera app.

COVID – 19 Travel Insurance

All short – term foreign visitors are required to have COVID – 19 travel insurance for their COVID – 19 – related medical treatment and hospitalization costs in Malaysia, with a minimum coverage of US$20,000. This applies to all short – term foreign visitors regardless of their COVID – 19 vaccination or recovery status.

The insurance should be purchased prior to travelling to Malaysia, either from Malaysia – based or overseas insurers.

The mandatory insurance does not apply to travelers from the following categories:

  • Malaysian
  • Long – Term Social Pass
  • Expatriates Pass
  • Student Pass
  • Study Pass
  • Resident Pass
  • Permanent Resident Pass
  • Spouses of Malaysian citizens
  • Children of Malaysian citizens
  • Foreign workers including foreign helpers
  • MM2H

Foreign travelers reminded to follow Immigration Dept. rules, health protocols

Foreign travelers who wish to enter Malaysia when the border reopens on April 1 must comply with regulations set by the Immigration Department, its Director – General Datuk Seri Khairul Dzaimee Daud said.

Among them is to have sufficient financial or credit facilities to cover expenses in Malaysia, have a return ticket to the country of origin, have a residence in Malaysia that has been booked, and a passport that must be valid for more than six months.

Travelers to M’sia must have minimum insurance coverage of US$20,000: Khairy

The government has set a minimum insurance coverage (for COVID – 19 and travelling) of US$20,000 for travelers arriving in Malaysia, in line with the country’s border reopening on April 1.  Health Minister Khairy Jamaluddin said this applied to all foreigners entering Malaysia using short – term social visit passes, regardless of their COVID – 19 vaccination status.

The Closure of the One Stop Centre (OSC) for Business Travelers

Following the recent announcement made by YAB Dato’ Sri Ismail Sabri Bin Yaakob, Prime Minister of Malaysia, that the country is transitioning into the endemic phase, Malaysia is set to reopen its border for international travelers including business travelers effective 1 April 2022. Thus, the One Stop Centre (OSC) which was established by the Malaysian Government on 2 October 2020 to facilitate the movement of business travelers following the gradual opening of the local economy post Movement Control Order (MCO) period, will be phased out effective 1 April 2022.

This is a positive step forward to economic recovery and Malaysia’s ability to continue attracting high-value and high-impact investments. Fully vaccinated travelers may enter Malaysia without prior approval from Malaysian authorities and are not subject to mandatory quarantine upon arrival.

Drawing the curtains of the OSC’s platform for Short Term Business Travelers entering Malaysia, investors are no longer required to apply for Entry Permission and Quarantine Mandatory Exemption to the OSC platform through the Safe Travel portal (https://safetravel.mida.gov.my/).

EU accepts Malaysia’s COVID – 19 vaccination and test certificates

The COVID – 19 vaccination and test certificates issued by the Malaysian government is now recognized by the European Union (EU) in facilitating the right of free movement of Malaysian travelers within EU.  The decision of the European Commission on the recognition comes into force effective April 4, 2022, the day of the publication of the official Journal of EU.

In a statement made available on the EU’s website, President of the European Commission Ursula Von Der Leyen had noted that in order for the recognition to be operational, Malaysia shall be connected to the EU Digital COVID Certificate trust framework established by Regulation (EU) 2021/953.

COVID – 19: Putrajaya recommends second Pfizer booster for those aged 60 and above with severe comorbidities, immunocompromised kids aged 12 and above

The Ministry of Health (MOH) said today it is recommending a second booster shot for individuals aged 60 and above with severe comorbidities as well as for children aged 12 and above who are immunocompromised.  Health Minister Khairy Jamaluddin said this choice will not be compulsory but voluntary, and further details on getting the shot will be announced soon.

Sabah issues new guidelines for international travelers

The Sabah government today issued new guidelines for the entry of international travelers into the state via air, land, or sea route in line with the standard operating procedures (SOP) set by the Health Ministry (MOH).

Sabah Local Government and Housing Minister Datuk Seri Masidi Manjun said this included giving them an option whether to undergo the COVID – 19 RTK Antigen test performed by trained health personnel upon arrival at the state’s international entry point (PMA) or outside the PMA within 24 hours.

Evusheld antibody treatment for high – risk groups soon, says Khairy

The Ministry of Health (MOH) will start administering treatment with the monoclonal antibody drugs Tixagevimab and Cilgavimab (Evusheld) in the near future to ensure that high – risk groups continue to be protected from COVID – 19 infection.

Health Minister Khairy Jamaluddin said that currently the Evusheld antibody drugs would only be administered in government hospitals, and they could be used as pre – exposure prophylaxis (PrEP) for those who were not yet infected with COVID – 19 but were at high risk of becoming infected.

COVID – 19 Screening Program for All Foreign Workers Nationwide

YB Datuk Seri M. Saravanan (Minister of Human Resources) announced on 28 November 2020 that it was compulsory for foreign workers in every sector working in Selangor, Kuala Lumpur, Labuan, Negeri Sembilan, Penang, and Sabah to undergo COVID – 19 RTK – Antigen swab test with effect from 1 January 2021.  On 30 January 2021, YB Datuk Seri M. Saravanan has also announced that the COVID – 19 Screening for all foreign
workers is mandatory.

The government has approved 6,404 applications involving RM1.22 billion under the National Economic Recovery Plan’s (PENJANA) small and medium enterprise (SME) financing scheme as of Jan 22, said Finance Minister Tengku Datuk Seri Zafrul Abdul Aziz.  The PENJANA SME Financing scheme, which has a RM2 billion allocation, prioritises SMEs that have never received any bank financing previously.

Govt sets up COVID – 19 Immunisation Task Force to manage national programme

The government today announced the setting up of a special task force, known as the COVID – 19 Immunisation Task Force (CITF), to manage the implementation of the National COVID – 19 Immunisation Programme (PICK).

Science, Technology and Innovation Minister Khairy Jamaluddin said he himself, as the coordinating minister for the programme, would lead the CITF, which will report to the Cabinet.

Malaysia’s Safe Travel Portal For Business Travellers Goes Live

The Malaysian government is very ‘pro-business’ and welcomes the entry of business travellers to carry out business operations amid the pandemic. In this regard, Malaysia’s Safe Travel portal which contains information and advisory services to facilitate business travellers’ entry into Malaysia is fully operational effective 3 March 2021. Both Short and Long Term Business Travellers may apply for entry permission through the dedicated portal at URL: https://safetravel.mida.gov.my. Short Term Business Travellers are required to submit the online application 14 days in advance of planned travel.

Working paper on assisting tourism sector needed to be presented to Economic Action Council

A working paper on assisting the tourism sector still adversely affected by the COVID – 19 pandemic needs to be prepared and presented to the Economic Action Council (EAC).

Minister in the Prime Minister’s Department (Economic Affairs), Datuk Seri Mustapa Mohamed who said this, noted that while some sectors like services, manufacturing, agriculture and construction, had resumed operations and showing signs of recovery, the tourism operators were still much impacted by the pandemic.

Ban on entry of travellers from India to curb spread of new COVID – 19 variant

The government’s decision to bar travellers from India from entering into the country is not discriminatory or racist, instead it is to curb the spread of a new COVID – 19 variant, said Prime Minister Tan Sri Muhyiddin Yassin.  He said the decision was taken at the special National Security Council (MKN) meeting he chaired yesterday.

MIDA: Permitted Economic Sectors can Increase Capacity

The government has agreed that economic sectors that have been allowed to operate at the Level 1, 2 and 3 CPPs increase their capacity to operate fully and are allowed to operate without time constraints according to their respective industry requirements.

MoH allows more private healthcare facilities to join phases 2 and 3 of national COVID – 19 vaccination programme

The Ministry of Health (MoH) has agreed to involve private specialist clinics and ambulatory care centres in phases two and three of the National COVID – 19 Immunisation Programme.  In a statement, Health Minister Datuk Seri Adham Baba said clinics and centres interested in joining the programme may register themselves through the ProtectHealth Corp Sdn Bhd website at www.protecthealth.com.my from today.

14 – day quarantine now for returnees from 40 countries

Commencing 1 May, travellers from 40 countries will have to undergo a mandatory 14 – day quarantine after concerns about the spread of three COVID – 19 variants.  Last Saturday, Senior Minister for Security, Ismail Sabri Yaakob said Putrajaya decided to increase the quarantine period for travellers who enter Malaysia from the UK, South Africa, Brazil, and Japan from 10 days to 14 days after the South African variant of the COVID – 19 virus was detected in those countries.  In Europe, the countries added to the list are Austria, Belgium, Denmark, Greece, Ireland, Italy, Germany, Lithuania, the Netherlands, Norway, France, Czech Republic, Spain, Sweden, Switzerland, and Turkey.

AstraZeneca COVID – 19 jab by appointment only, not via MySejahtera

Science, Technology and Innovation Minister Khairy Jamaluddin said those who want the AstraZeneca COVID – 19 vaccine do not need to submit a new registration via MySejahtera.  However, he said that they would need to make an appointment for logistic purposes as it involves special vaccination centres (PPV).  Khairy also said the AstraZeneca vaccine is not restricted to those who are eligible for the second phase of the National COVID – 19 Immunisation Programme (NIP).

Malaysia bans entry of travellers from Bangladesh, Pakistan, Nepal, Sri Lanka

After banning Indian nationals from entering Malaysia, the government today extended the ban to cover travellers from Bangladesh, Pakistan, Nepal and Sri Lanka.  Senior Minister (Security Cluster) Datuk Seri Ismail Sabri Yaakob said the ban covered all categories of long – term social visit pass holders, business travellers, and social visitors.

Seafarers with expired PLS can stay in Malaysia until Dec 31

Seafarers with expired Social Visit Passes (PLS) are allowed to stay in Malaysia until Dec 31, but they have to obtain a pass at the nearest Immigration office, said Immigration Department of Malaysia Director – General Datuk Khairul Dzaimee Daud.

He said their applications must be accompanied by a letter of confirmation from their respective embassies and a letter of support from the operators or the owners of the marina where they are docked.

All schools in Selangor to close from tomorrow, all schools in Kuala Lumpur and Putrajaya to be closed on May 6 and 7

All schools throughout Selangor have to close from tomorrow until May 17, Menteri Besar Datuk Seri Amirudin Shari announced today.  He said the closure order covered all areas subject to the Movement Control Order (MCO) and the Conditional Movement Control Order (CMCO).

Overseas Returnees to Undergo Home Quarantine from June 10

The government has changed its policy to allow Malaysians returning from overseas to undergo home quarantine instead of the mandatory quarantine at quarantine centres from June 10.  Senior Minister (Defence) Datuk Seri Ismail Sabri Yaakob said as soon as these Malaysians touched down at the airport, they will undergo a swab test to determine whether it is positive or negative.

New Policy for Entry into Malaysia: Cost of Quarantine Coverage

Effective 1st June, the Government of Malaysia will impose new policy to all individuals entering Malaysia through the International Entry Point (PMA). Every citizen must bear 50% of the cost of quarantine while full payment will be made by non-citizens.

Malaysia goes under full lockdown again from Tuesday

The country will be placed under a two week total lockdown starting June 1. The Prime Minister’s Office announced this today after the country logged an all-time record of 8,290 COVID – 19 cases.

“All sectors are not allowed to operate during the first phase of this period, except for essential economic and services sectors which will be identified by the National Security Council,” said the statement.

The decision was made by the NSC in a special meeting today, chaired by Prime Minister Tan Sri Muhyiddin Yassin.

Additional Restrictions

  • Only 20% of the civil workforce are allowed to be in the office.
  • Only 1.5 million workers a day across Malaysia will be allowed to travel for work – related purposes under new restrictions. New requests to travel for work must be directed to their respective ministries.
  • The public is only allowed to leave the house to buy food and medicine. Only two per household, similar to MCO 1.0
  • Kindergartens and nurseries are not allowed to open except for frontliners and parents who are both working.
  • Religious activities are determined by religion state authorities
  • Individual non – contact sports are allowed (jogging and aerobics) up to 20:00 hrs

More mega PPVs in Klang Valley to expand vaccine dispensing capacity, says Khairy

Several more mega – sized vaccination centres (PPVs) will be set up in the Klang Valley to expand the capacity of dispensing vaccine from June 7.  National COVID – 19 Immunisation Programme Coordinating Minister Khairy Jamaluddin said three mega PPVs would be put up in Selangor and two more in Kuala Lumpur.

Only 17 essential service sectors allowed to operate

Only 17 essential service sectors are allowed to operate during the implementation of the total lockdown, effective from June 1 to 14.    Datuk Seri Ismail Sabri Yaakob said that all economic sectors related to essential services can operate from 8 am to 8 pm, except daily markets which will only be allowed to operate from 6 am to 2 pm, and controlled fresh markets from 7 am to 12 noon, while the permanent farmers’ markets, MyFarm Outlets and Area Farmers Organisation complexes can operate from 6 am to 4 pm, and wholesale markets from 12.01 am to 6 am and 11 am to 4 pm.

– Animal clinics and veterinary
– Water
– Energy
– Security and defence

– Banks, insurance, takaful and the capital markets

– Construction and critical infrastructure works
– Forestry

He said all subsectors of manufacturing are not allowed, with the exception of aerospace (for components and maintenance, repair and overhaul), F&B, packaging and printing (related to the F&B or medical sector), cleaning products, as well as health and medical.

The following are the list of services allowed to operate during the lockdown period:
– Food and beverage, including for animals
– Healthcare and medicine, including supplements, self – care and animal clinics, and veterinary services
– Water
– Energy
– Security and safety, defense, emergency, welfare, and humanitarian assistance
– Solid waste management and public cleaning and sewerage
– Transportation through land, water, and / or air
– Services and operations of ports, shipyards and airports – including loading, lattice transportation, cargo handling and piloting, and storage or bulk commodity
– Communications – including media, telecommunications and Internet, post and courier as well as broadcasting (for purpose of conveying information, news and the like only)
– Banking, insurance, takaful, and capital markets
– Community credit
– E – Commerce and information technology
– Production, distillation, storage, supply, and distribution of fuels and lubricants
– Hotel and accommodation for the purpose of quarantine, segregation, work for the essential services and not tourism
– Critical construction, maintenance, and repairs
– Forestry services (limited to enforcement) and wildlife
– Logistics limited to delivery of essential services

Trade and Distribution

Please note that shopping malls will be closed. However, shops that fall under essentials such as supermarkets, hypermarkets, food outlets, and basic necessities will be allowed to remain open. These include:

  • Pharmacies, personal care, convenience stores, and mini – marts
  • Restaurants, food outlets, and stalls including those operating by the roadside open for take – away and delivery purposes only
  • Pet care and pet food stores
  • Glasses and optical stores
  • Laundry shops including self – service laundry premises
  • Hardware shops
  • E – Commerce for all products
  • Wholesale and distribution only for all essential service products

The permitted businesses and services are allowed to operate from 08:00 to 20:00 hrs. For those listed below, the operating hours vary:

  • Daily and public markets are from 06:00 to 14:00 hrs.
  • Controlled Fresh Markets: 07:00 until 12:00 hrs.
  • Permanent Farmers’ Market, MyFarm Outlet, and Area Farmers’ Association Complexes: 06:00 until 16:00 hrs
  • Wholesale markets: 00:01 until 06:00 hrs and 11:00 until 16:00 hrs
  • Petrol stations: 06:00 until 20:00 hrs
  • Petrol stations along the highway are allowed to operate 24 hours daily

Only two allowed in vehicle, three for medical reasons, says Ismail Sabri

The capacity of private vehicles will be limited to two people from the same household, including the driver, for the purpose of obtaining food supplies and basic necessities throughout the total lockdown’s first phase from June 1 – 14.  Senior Minister (Security Cluster) Datuk Seri Ismail Sabri Yaakob said as for health and medical purposes, the maximum capacity allowed is only three people including patients.

Previous approval letters to travel for work issued by the International Trade and Industry Ministry (MITI) will no longer be valid with the implementation of the first phase of the total lockdown from June 1 – 14.  Senior Minister (Security) Datuk Seri Ismail Sabri Yaakob said that, as such, applications for approval letters to travel for work must be directed to the relevant ministries.

13 manufacturing – related sectors allowed to operate at 60% capacity during full lockdown

Selected manufacturing and manufacturing-related services (MRS) sectors are allowed to operate during the movement control order (MCO) nationwide from June 1 to 14, 2021, subject to approval letter from the Ministry of International Trade and Industry (MITI) that can be downloaded from the COVID – 19 Intelligent Management System (CIMS) 3.0.

List of Manufacturing and Manufacturing-Related Services Sectors Allowed to Operate

Only the following manufacturing sectors are allowed to operate during the lockdown period with 60% of the workforce.

  1. Aerospace including maintenance, repair, and overhaul (MRO)
  2. Food and beverage
  3. Packaging and printing materials
  4. Personal care products and cleaning supplies
  5. Healthcare and medical care including dietary supplements
  6. Personal Protective Equipment (PPE) including rubber gloves, and fire safety equipment
  7. Medical equipment components
  8. Electrical and Electronics
  9. Oil and Gas, including petrochemical and petrochemical products
  10. Chemical products
  11. Machinery and equipment
  12. Textiles for manufacturing of PPE only
  13. Production, distillation, storage, supply, and distribution of fuels and lubricants

Manufacturers in sectors allowed only for warm idle mode are also required to download the MITI approval letter via CIMS 3.0 and subject to a maximum workforce capacity of 10%.

Listed below are the sectors under the warm idle mode:

  • Automotive (vehicles and components)
  • Iron and Steel
  • Cement
  • Glass
  • Ceramics

Please note that effective 30 May 2021, 20:00 hrs, manufacturing companies that have already registered with CIMS 3.0 are required to download the new MITI approval letter and where necessary, update their workers’ list.

For manufacturing companies that have yet to register, submission can be made beginning 31 May 2021, 13:00 hrs. Details on how to register at CIMS 3.0 (via notification.miti.gov.my) can be accessed through www.miti.gov.my.

Further information can be found on the NSC and Ministry websites. Each Ministry will have their own SOP.

For sectors other than manufacturing and MRS, companies are required to refer to the relevant ministries regulating their sectors or the National Security Council (MKN).

MyEG Unveils One – Stop Portal for COVID – 19 Test

MY E.G. Services Bhd (MyEG) today unveiled its one-stop portal for COVID – 19 screening, a service aimed at helping the government to monitor and accelerate the testing of workers in Malaysia.  MyEG in a statement today said the initiative, supported by the Human Resources Ministry (HRM), serves as an alternative channel for employers in the country to register and schedule COVID – 19 screening for their workforce in conjunction with the Social Security Organisation’s (SOCSO) Prihatin Screening Programme.

Putrajaya extends MCO 3.0 two weeks, until June 28

The third movement control order (MCO 3.0) will be extended for another two weeks, from June 15 to June 28, Senior Minister (Security Cluster) Datuk Seri Ismail Sabri Yaakob said today.

He said the decision was made during a National Security Council (NSC) special meeting chaired by Prime Minister Tan Sri Muhyiddin Yassin and based on a suggestion from the Ministry of Health (MoH).

The Ministry of International Trade and Industry (MITI) said the letter of approval from the ministry for movement control order 3.0 (MCO 3.0) is valid until June 28.

In a statement today, MITI said there is no need for new applications by companies who already obtained permits from them earlier this month.

MITI announces ‘phase four’ of Malaysia’s COVID – 19 vaccine drive for manufacturing sector starting June 16

The government has introduced an initiative dubbed the Public – Private Partnership Industrial COVID – 19 Immunisation Programme (PIKAS) to cater for the manufacturing sector, according to the Ministry of International Trade and Industry (MITI).

MITI said PIKAS will be launched as “Phase Four” of the National COVID – 19 Immunisation Programme (NIP), adding that participation would be voluntary for companies and employees.

MDBC would like to again thank our member – companies who immediately replied with their interest in being included, and to participate in any immunization program for, and with industry.  The overall interest by industry was high enough to lead to a positive follow up by the authorities.   This weekend, MITI announced “Program Imunisasi Industri COVID – 19 Kerjasama Awam – Swasta (PIKAS) – Phase 4 of the National COVID-19 Immunization Program (PICK), to accelerate immunization for employees in the manufacturing sector.  Companies in critical / essential manufacturing sub – sectors will be prioritized for vaccination.

In short:
– There are options for immunization at existing PPVs or onsite (for more than 1,000 employees).
– For manufacturing companies with less than 1000 employees but who would still want the onsite option,
   it is possible to form a group of companies in the same area to meet the 1,000 threshold.
– PIKAS is meant strictly for employees of the company only and not dependents, family members,
  or close associates.  Each company is responsible for their own employees; outsourced staff
  (e.g. security, cleaners) will need to be registered by their own employers.
– The choice of vaccine will not be known until the day of the vaccination. Vaccines that will be
   administered in the program include Pfizer, Sinovac, and AstraZeneca.  Employees can reject
   the vaccines should they not agree to the vaccines provided on the particular day (but it is
   not clear what would then be next course of action).
– There are some costs involved, please see FAQs and T&C.
–  At this moment it is not yet clear if / how the registration process can handle a spread of
   your employees so that not all of your employees need to be vaccinated on the same day.

Govt drafting National Recovery Plan for COVID – 19 battle, says Muhyiddin

The government is drafting a National Recovery Plan in preparation for the country to emerge from the COVID – 19 pandemic at a reasonable level, said Tan Sri Muhyiddin Yassin.

The Prime Minister said the plan based on data, science and all preparations that had been done, including in terms of COVID – 19 management, the economy, vaccination programme, and so on, would be presented to the National Security Council (MKN) within the next week.

Total lockdown SOP to be reviewed if daily infections drop to below 4,000, says Ismail Sabri

The government will review the need to continue or relax the total lockdown standard operating procedures (SOPs) under the Movement Control Order (MCO) 3.0, if the COVID – 19 daily infections drop to below 4,000 cases.

Highlights of the PEMULIH package

These are the key takeaways of the National People’s Well-Being and Economic Recovery Package (PEMULIH) announced by Prime Minister Tan Sri Muhyiddin Yassin.

  • Govt unveils PEMULIH stimulus package worth RM150 billion, fiscal injection of RM10 billion
  • B40 households to receive RM500 from the government in August and RM300 in December; B40 singles to receive RM200 in August
  • M40 households to receive RM250 in August; M40 singles to receive RM100 in August
  • Govt to give RM500 assistance to those who have lost their jobs, based on EPF, SOCSO data
  • Govt allocates RM300,000 to MPs for food basket assistance to help affected groups in their respective constituencies

PEMULIH: KeTSA details discounts on electricity bills

The Ministry of Energy and Natural Resources (KeTSA) today detailed the targeted electricity bill discounts for domestic and non-domestic users in the Peninsula and Sabah, as announced by the government in the National People’s Well-Being and Economic Recovery Package (PEMULIH).

Its Minister, Datuk Seri Dr Shamsul Anuar Nasarah said a total of 2.9 million domestic users in the Peninsula who use monthly electricity of 200 Kilowatt hours (kWh) will enjoy a 40% discount on the bills.

Enhancement of the Renewal Process for Employment Pass (EP)

The Immigration Department of Malaysia is pleased to announce an update to the renewal process for the Employment Pass (EP). This update, effective from 1 July 2021 onwards, will be applicable for expatriates who will remain in Malaysia and wish to proceed with the EP renewal for the same position in the same company.

For this renewal scenario, the following three (3) documents are no longer required to be uploaded during the EP renewal application:

Transport Ministry agencies resume counter services 1 July

All agencies under the Transport Ministry will resume counter services 1 July with some guidelines set in line with the announcement by Chief Secretary to the Government Tan Sri Mohd Zuki Ali on Tuesday.

The ministry announced in a statement today that the counter services would only be for services that could not be conducted online and that physical attendance would be by appointments only as walk – ins would not be allowed.

Most of Selangor, some localities in KL placed under EMCO starting July 3 with curfew after 8pm

Most of Selangor and 15 localities in Kuala Lumpur will be under the enhanced movement control order (EMCO) for two weeks starting from July 3 due to high COVID – 19 infection rate.

Senior Minister (Security) Datuk Seri Ismail Sabri Yaakob announced today the districts in Selangor and several areas in Kuala Lumpur reported cases of COVID – 19 exceeding 12.1% or 100,000 population.

Only food, essential goods manufacturers can operate during EMCO in Selangor, KL

Only food manufacturing factories and producers of daily essential needs are allowed to operate during the enhanced movement control order (EMCO) in Selangor and Kuala Lumpur which would begin on July 3, Putrajaya announced today.

In a statement, Senior Minister (Security Cluster) Datuk Seri Ismail Sabri Yaakob listed rice, white bread, sugar, cooking oil, flour, fresh milk, baby milk formula, drug, and face mask producers as permitted businesses.

EMCO at several localities in N Sembilan, Sabah, Kelantan, Pahang, and Kedah

The government has announced the imposition of the enhanced movement control order (EMCO) in several more localities in Negeri Sembilan, Sabah, Kedah, Pahang and Kelantan following rising COVID – 19 cases in the areas concerned.

Senior Minister (Security Cluster) Datuk Seri Ismail Sabri Yaakob said the EMCO will be implemented in Taman Desaria, Seremban in Negeri Sembilan, as well as Taman Bandar Baru Sungai Lalang, Taman Lembah Permai and the Batu Arang industrial area (including Taman Cahaya PKNK) in Kedah from July 5 to 18.

MoT: Approval letters issued under SMILE system still valid for logistics, transportation sector

Those from the logistics and transportation sector can continue to use the travel approval letters issued under the SMILE system (Sistem Maklumat Industri Logistik) dated from June 1, 2021 onwards for inspections at roadblocks.

The Ministry of Transport (MoT), in a statement today, said this was following the implementation of the enhanced movement control order (EMCO) in several sub – districts and localities in Selangor and Kuala Lumpur from July 3 – 16 as well as the announcement of the National Recovery Plan (NRP).

More sectors allowed to operate in Selangor EMCO areas, says MITI

The Ministry of International Trade and Industry (MITI) has expanded the list of sectors allowed to operate in Enhanced Movement Control Order (EMCO) areas in Selangor.  The additional sectors include those related to the production of healthcare products, as well as food and beverage.

In a statement today, the Ministry said the electrical & electronics (E&E) sector and its supply chains; aerospace sector (Maintenance, Repair and Overhaul (MRO)); machinery and equipment (M&E) sector for the production of healthcare and food products; as well as key food and beverage manufacturing companies are now allowed to operate in localities subject to the EMCO in Selangor, starting today.

It said the list of key food and beverage products is available in the standard operating procedures (SOP) for the manufacturing sector for the EMCO in Selangor at www.miti.gov.my.

MoT: Special Permission for loading and unloading of non essential import goods

The Ministry of Transport (MoT) welcomes the approval of the National Security Council (NSC) authorizing the handling, receiving, loading and unloading of non essential goods for import and export activities in the EMCO area.  This special permission is granted from 15 July to 17 July 2021 to reduce the congestion in Malaysian ports.  Companies in the industries involved must comply with requirements listed in the Transportation & Logistics SOP for the MCO period, all Ministry of Health healthcare protocols, and no allowance of Persons Under Surveillance (or anyone under quarantine) to participate in permitted activities.

Companies Who Require Corporate Visitors From Abroad to Travel to Malaysia for Urgent Reasons

Currently no one can enter Malaysia on a tourist visa so corporate visitors would have to be referred to as a PVP (Professional Visit Pass).  For example, but not limited to:
– CEO of a foreign company / investor who needs to visit the operations
– Technical staff from Headquarters who are required to support production at the Malaysia facility
– Procurement / HR / SCM who are required to monitor and support post-covid operations

Non-essential companies in EMCO areas can’t operate; new CIMS 3.0 letter only for essential firms

Companies that are not listed as essential services and are located in enhanced movement control order (EMCO) areas cannot operate at all, the Ministry of International Trade and Industry (MITI) clarified today.

MITI said only companies listed as essential services in the National Security Council’s (NSC) standard operating procedures (SOP) for locations under both Phases 1 and 2 of the National Recovery Plan can operate, using a new letter under COVID – 19 Intelligent Management System (CIMS) 3.0.

MITI said the new CIMS 3.0 letter that essential firms can use will carry the National Recovery Plan’s acronym in Malay —“PPN” — below the CIMS letter’s QR code.

Penang to move to Phase Two of National Recovery Plan on Wednesday

The government has agreed for Penang to move into Phase Two of the Movement Control under the National Recovery Plan (PPN) effective from Wednesday (July 7), said Senior Minister (Security) Datuk Seri Ismail Sabri Yaakob.

He said the special meeting of the National Security Council (MKN), chaired by Prime Minister Tan Sri Muhyiddin Yassin today had reviewed a presentation on transitions for states under the PPN by taking into account the threshold values of the states.

Several more areas in Sabah, Negeri Sembilan, Pahang, Johor, and Kelantan will be placed under the Enhanced Movement Control Order (EMCO) from Friday until July 22, Deputy Prime Minister Datuk Seri Ismail Sabri Yaakob said.  He said for Sabah, among the localities affected were Kampung Sungai Imam in Tawau, One Borneo Condominium in Kota Kinabalu and two villages in Putatan, namely Kampung Lembising, and Kampung Dumpil Keramat.  Also to be under the EMCO are Kampung Balibata in Beaufort, Kampung Pintasan in Kota Belud, and Kampung Istimewa, Batu Sapi in Sandakan.

EMCO imposed in 7 localities in Sabah, to be lifted in 2 places in PJ

Seven localities in Sabah and one in Kelantan will be coming under Enhanced Movement Control Order (EMCO) from Tuesday until July 26, said Deputy Prime Minister Datuk Seri Ismail Sabri Yaakob.  He said the localities in Sabah involved Kampung Jempangah and Kampung Rancangan Klias in Beaufort; Kampung Tebongon (Putatan); Borneo Timber (Tongod), as well as Jalan Pasir, Likas, Kampung Kuala, Menggatal and Kuarters Tangki Air Biru, Telipok (Kota Kinabalu).  In Kelantan, the area involved Kampung Gong Jering, Mukim Bukit Jawa in Pasir Puteh.

“The standard operating procedure (SOP) for all EMCO is the same as announced earlier,” he said in a statement on the development of the National Recovery Plan (PPN) and EMCO today.

Expanded Scope in the Market Development Grant (MDG) Support Initiative 

The Market Development Grant (MDG) is a support initiative in the form of a reimbursable grant. MDG was introduced in 2002 with the objective of assisting exporters in their efforts to promote Malaysian made products or services globally. The lifetime limit of MDG is RM300,000 and it is specifically formulated for Malaysian SME Companies, Professional Service Providers, Trade and Industry Associations, Chambers of Commerce, Professional Bodies, and Co – operatives.  MATRADE just announced an expanded scope in the MDG.

MDA grants conditional approval for import, distribution of self – test kits

The Health Ministry’s Medical Device Authority (MDA) today agreed to grant conditional approval for the importation and distribution of COVID – 19 self – test kits in the country.  MDA chief executive Ahmad Shariff Hambali said so far, two COVID – 19 self – test kits had passed the prescribed technical evaluation and performance testing and would be given import and distribution approval in the near future, while another 15 were undergoing performance testing in laboratories before a decision is made.

Entire country expected to move into Phase 2 of PPN early August – DPM

The entire country is expected to move into Phase Two of the National Recovery Plan (PPN) early August, Deputy Prime Minister Datuk Seri Ismail Sabri Yaakob said.

He said this was based on the performance of the National COVID – 19 Immunisation Program (PICK), which has indicated that the rate of individuals completing two doses of vaccine had exceeded the 10% threshold set for the country to move from Phase One to Phase Two of the PPN.

Shops selling stationery, books, computer and telco devices can reopen from tomorrow, no need to wait for Phase Two Recovery

The government is allowing stores selling computers, telecommunications devices, stationery and books to operate under Phase One of the National Recovery Plan (NRP) alongside other essential sectors approved by the National Security Council (NSC) starting tomorrow.

Deputy Prime Minister Datuk Seri Ismail Sabri Yaakob said the decision was made after feedback from students, parents and educators to ensure there is no disruption to the Teaching and Learning at Home (PdPR) programme.

Local authorities have the power to close factories

The local authorities (PBTs) have the power to close down factories that violate the COVID – 19 standard operating procedures (SOPs), said Housing and Local Government (KPKT) Minister Datuk Zuraida Kamaruddin.

She said PBTs could enforce the Prevention and Control of Infectious Diseases Act (Act 342) together with the Local Government Act 1976 (Act 171).

Selangor back in Phase One of NRP, more activities allowed

With the enhanced movement control order lifted in eight districts in Selangor, the state is now back under Phase One of the National Recovery Plan.

Under Phase One, interstate and inter – district travel is still prohibited and children below the age of 12 years old are not allowed in public areas except during an emergency, for medical purposes, education, or to exercise.

EMCO in Selangor to be lifted at midnight, says DPM.

Deputy Prime Minister (DPM) Datuk Seri Ismail Sabri Yaakob said the Enhanced Movement Control Order (EMCO) imposed on all 34 sub – districts in Selangor will be lifted at midnight tonight, 16 July.  In a statement, he said the National Security Council (NSC) has agreed to not extend the blanket EMCO that affects entire sub – districts in Selangor, following a session with the Ministry of Health.  This means that nearly all of Selangor and Kuala Lumpur will return to National Recovery Plan Phase 1 on 17 July.

MoF launches National Supply Chain Finance Platform to assist SMEs

EXIM Bank kick starts programme with RM300m allocation

The Ministry of Finance (MoF) today launched the National Supply Chain Finance Platform, dubbed as “JanaNiaga”, with an aim to assist small and medium enterprises (SMEs) in maintaining a healthy cash flow while also limiting credit risk to financiers or financial institutions in Malaysia.

The programme is a national initiative by the ministry to help SMEs finance their dealings with public institutions and government-linked companies (GLCs), as part of the government’s efforts to alleviate economic struggles during the ongoing pandemic.

Health Minister extended the Health Order

Health Regulations related to movement control orders (PKP) have been extended until 31 December 2021, according to a gazette signed by Health Minister Dr Adham Baba.  The order refers to the rules and regulations under the third Movement Control Order (PKP) including entry and exit of infected areas, conditions and reasons for movement, in addition to penalties against those involved.

PM made a statement on NRP in Parliament

Prime Minister Tan Sri Muhyiddin Yassin made a statement on the National Recovery Plan (NRP) at the special sitting of the Dewan Rakyat on 26 July.

According to the order paper for the five – day sitting, Health Minister Datuk Seri Dr Adham Baba will give a statement on efforts to combat the COVID – 19 pandemic and Science, Technology and Innovation Minister Khairy Jamaluddin, who is also National COVID-19 Immunisation Programme coordinating minister, will elaborate on the national vaccination programme.

Domestic Trade and Consumer Affairs Ministry to make COVID – 19 vaccination mandatory for all retail workers

The Ministry of Domestic Trade and Consumer Affairs (KPDNHEP) is in the final phase of making vaccination of all employees in the retail sector one of the pre – conditions for approval for companies to resume operation, during the National Recovery Plan (PPN) period.

Khairy says negotiations have begun for 2022’s COVID – 19 vaccine supply, including Pfizer’s new line

As part of its future – proofing effort, the government has begun negotiations with major vaccine manufacturers to secure supplies for 2022, assured National COVID – 19 Immunisation Programme (PICK) Coordinating Minister Khairy Jamaluddin.

In his winding up speech today in Parliament, Khairy said the government has engaged all major vaccine manufacturers, to secure vaccine supplies for the coming year.

This includes Pfizer, Khairy said, explaining that negotiation will also include the company’s new vaccine that is meant for children and boosters shots.

Symptomatic hospital admission cases is new NRP threshold indicator

The government has decided to use the number of ‘symptomatic hospital admission cases’ as a new threshold indicator in the National Recovery Plan (NRP), said Tengku Datuk Seri Zafrul Tengku Abdul Aziz.

This decision, he said, was made during a special National Security Council (NSC) and National Recovery Council (NRC) meeting chaired by Prime Minister Tan Sri Muhyiddin Yassin, and was based on advice from health experts as well as international and domestic experience, with the observation that the COVID – 19 transmission risk decreased with increased vaccination of the adult population.

What fully vaccinated individuals can do when COVID – 19 measures eased from Aug 10

Prime Minister Tan Sri Muhyiddin Yassin announced several easing restrictions from Aug 10 (coming Tuesday) for people who have been fully vaccinated against COVID – 19.  Muhyiddin told the public that relaxation of rules in the economic sector would be discussed by the National Security Council and will be announced soon.

Fully vaccinated individuals are defined as someone who has received two doses of COVID – 19 vaccines for more than 14 days. These vaccines are Pfizer, AstraZeneca, and Sinovac vaccines.  Individuals who receive single – dose vaccines such as Johnson & Johnson (J&J) and Cansino would be considered fully inoculated 28 days after they have received the jab.

If you are vaccinated, you are allowed to do the followings in all states:

  • Malaysians or non – Malaysians with residences in the country may quarantine themselves at home when returning from abroad. They will be given a digital Home Surveillance Order (HSO)  (You must apply for approval to quarantine at home, it is not automatically granted);
  • Long – distance married couples are allowed to do inter – district and inter – state travelling to meet their spouses;
  • Parents are permitted to travel inter – district or inter – state to see their children aged under 18 years old;
  • To pray in mosques and suraus. Individuals are required to show digital vaccination certificates before entering, while non – muslims are allowed to pray in their respective places of worship.

More activities are permitted for fully inoculated individuals living in states that have moved to Phase 2 or Phase 3 of NPR. They are allowed to :-

  • Travel inter – district. However, individuals are required to show their COVID – 19 vaccination digital certificate to authorities at roadblocks to prove they have been fully inoculated;
  • Dine in at eateries. However, Muhyiddin advised the public to only dine – in when necessary and not spend too much time at the eatery;
  • Partake in outdoor recreational and sporting activities that do not involve physical contact from 6 am to 10 pm. Permitted activities include jogging, cycling, skateboarding, fishing, equestrian events, single tennis, and badminton;
  • Travel within the state for holidays. Hotels and homestays are permitted to reopen.

States that are in Phase 2 of NPR are Kelantan, Terengganu, Pahang, Perak, Penang, and Sabah, while those in Phase Three are Perlis, Labuan, and Perak.

The Klang Valley, Johor, Negeri Sembilan, Kedah, and Melaka are states that are still in Phase One currently. Hence, dining activities are not permitted for now. Likewise, outdoor activities and intra – state vacations are not allowed as well for now.

MM2H programme to be reactivated in October

The Malaysia My Second Home (MM2H) programme will be reactivated with improvements to policies and application conditions to balance the security and economic aspects.

Home Ministry Secretary – General, Datuk Wan Ahmad Dahlan Abdul Aziz, said new applications for the programme will be processed and managed by the Immigration Department beginning October after all legal processes are completed.

Applications for cross – border travel between Malaysia and Singapore open on 10 Aug.

Immigration Department (JIM) Director General, Datuk Khairul Dzaimee Daud, in a statement recently said foreigners living in Singapore who wish to enter Malaysia for a short period of time for official purposes and business dealings could do so through the Reciprocal Green Lane (RGL) facility.

Meanwhile, he said all Singaporeans and permanent residents of Singapore who have a Long Term Social Visit Pass (PLSJP) to work and conduct business may enter Malaysia through the Periodical Commuting Arrangement (PCA) facility.  To use the RGL and PCA facilities, all foreign visitors need to apply through the MyTravelPass (MTP) system online at www.mtp.imi.gov.my beginning Aug 10 (Monday).

ESD counter services resuming by appointment only

On Monday, 2 August 2021, the counter services at Expatriate Services Division (ESD), Putrajaya and MYXpats Centre at Mutiara Damansara will resume operation with minimal support for MYHelp appointments only.

1. APPOINTMENTS VIA MYHELP – ESD/RP – T ONLINE
On Tuesday, 3 August 2021, the Immigration Department of Malaysia will increase appointment slots.

You may reschedule your confirmed appointments from June and July 2021 (during the office closure period) by selecting the ‘RESCHEDULE’ option through MYHelp Appointment system.

IMPORTANT NOTES:

  • STRICTLY NO WALK-IN IS ALLOWED, and no one will be allowed to enter without a confirmed appointment made via the MYHelp system.
  • You are required to be at ESD Putrajaya (30 minutes) and MYXpats Centre (15 minutes) earlier than the time of the appointment. The Officer in charge has the right to deny entry or counter transactions if you are late for the appointment.
  • The Immigration Department of Malaysia reserves the right to request for any additional documents that are not currently listed in the checklist.

2. APPOINTMENTS – REP ONLINE
All appointments will be held ONLINE with no physical/in-person appointments.

3. ESD / RP – T / REP ONLINE APPLICATIONS
All application processes will operate as usual through the online systems. However, please
expect some delays with the processing charter.

4. PASS ENDORSEMENT (SPECIAL PASS)
The Immigration Department of Malaysia understands that some companies are facing challenges in getting an appointment slot for the endorsement before the expiry of the current pass.

Therefore, NEW /  RENEWAL application for Professional Visit Pass (PVP), Residence – Pass Talent (RP – T), Employment Pass (EP) and its related passes, i.e Dependent Pass (DP) /  Long Term Social Visit Pass (LT – SVP) that has been APPROVED but not able to secure an appointment before the pass expiry date may proceed for endorsement without the requirement to apply for a SPECIAL PASS. Please take note that this moratorium is given until 31 December 2021. Any decisions or changes are at the discretion of the Immigration Department of Malaysia.

More economic activities allowed in states under Phases 1 and 2 of NRP where half of adults fully vaccinated from Aug 16

Prime Minister Tan Sri Muhyiddin Yassin today announced the government has agreed to allow 11 more economic activities to be reopened in states and federal territories under the Phase 1 of the National Recovery Plan (NRP), provided that 50% of the adult population have been fully vaccinated.

Non – essential activities in the manufacturing, construction, mining, and quarrying sectors allowed for all states under Phases 1, 2 and 3 of the NRP from Aug 16.

The government has decided to allow non – essential activities in the manufacturing, construction, mining, and quarrying sectors for all states under Phases 1, 2 and 3 of the National Recovery Plan (NRP) from Aug 16.  However, the operating capacity will be dependent on the level of vaccination of the workers.  If the percentage of fully vaccinated workers ranges from 40% to 59%, these businesses may operate at a capacity of 60%.

Based on messages from MITI and the dialogue with industry associations this morning, we can also add these pointers:

  • If the industry is not listed under essential services, you are not allowed to operate unless 40% of the workers are fully vaccinated, then you may operate at 60% capacity.  Those who have only one dose vaccination are allowed to work but based on the workforce capacity.
  • Companies that are currently working at 60% may operate as usual based on current SOP at 60% capacity, and may increase capacity to 80% if vaccination rate reached 60 – 79%.

            For those under essential services, you may operate based on the capacity stated in the SOP. 
            No need to reduce the capacity.  If you want to increase the capacity to 100% in Phase 2, at
            least 80% of your total workforce must be fully vaccinated and updated in CIMS.

            For companies in essential sector in Phase 2, please do not update your vaccination rate
            if only 40% of the workforce is fully vaccinated. Based on the system, the approval will automatically
            only allow you to operate at 60% capacity instead of 80%. Only update when you want to increase the
            capacity to 100% after 80% of your workforce is fully vaccinated.

  • As of now, physical meetings are not yet allowed.
  • Just a reminder (for the Manufacturing sector), please do not advice your members to submit a new application via CIMS by today or tomorrow.  We will allow them to update based on the current approval.  Meanwhile, for those listed under non essential, we will activate in CIMS and you may update the info based on previous approval.
  • Matters related to supply chain – distribution:  MITI will not be able to answer any queries while awaiting on input from the Ministry of Transport and Ministry of Domestic Trade.
  • MITI has announced that a FAQ document will be published soon, so please keep an eye out on MITI’s website or social media, or on MDBC’s MCO Updates page.

For the purpose of calculating the employees vaccination rate, employees who had gotten their 2 doses are eligible to be included.

Dine – in, night markets, no – contact sports, camping allowed in Phase 1 states from Friday

The government announced further resumption of economic and social activities including night markets, dine – in meals, no – contact sports, and camping for states in Phase 1 of the National Recovery Plan (NRP) from Friday (Aug 20) onwards.  This takes into account the reduction in new critical COVID – 19 cases nationwide, as the nation passed the 50% mark for adult vaccination nationwide, ahead of its deadline of Aug 31, according to a statement from caretaker Prime Minister, Tan Sri Muhyiddin Yassin.

For dine – in meals and markets, operators must ensure customers display their digital COVID – 19 vaccination certificate to show that they are fully vaccinated. Children below 17 are also allowed to enter, Muhyiddin said.  Individuals are defined as fully vaccinated 14 days after receiving their second jab of two – dose vaccines such as Pfizer, AstraZeneca, and Sinovac, or 28 days after receiving one jab of single – dose vaccines such as Johnson & Johnson and CanSino.

Selangor studying proposal to lower assessment tax rate for hotel operators

The Selangor government is in the midst of studying a proposal to reduce or offer deferment of payments of assessment tax, quit rent and business permit fees borne by hotel and accommodation operators in the state.  Selangor Tourism, Environment, Green Technology and Orang Asli Affairs Permanent Committee Chairman, Hee Loy Sian, said the state government would also look into the impact of the reduction on each local authority (PBT).

Travelers entering country via Johor must submit quarantine application seven days before arrival

Travelers entering Malaysia through the Johor international gateway must submit an application to undergo mandatory quarantine at their home or another residence at least seven days prior to their arrival.  Health Director – General, Tan Sri Dr Noor Hisham Abdullah said travelers would also need to undergo a COVID – 19 screening test using the COVID – 19 RT – PCR test no later than three days before departure.

The risk assessment for travelers is made based on the application for compulsory quarantine at home and the premises can be used as a quarantine place if it meets the prescribed conditions.  Among the conditions are that the citizen or foreign traveler must have a house or place of residence in Malaysia, tested negative on the RT – PCR test, be fully vaccinated, and that the house or place of residence is appropriate.

All vaccination – related programmes and health strategies related to COVID – 19 will from now on only be handled by the Ministry of Health (MoH) through its newly appointed minister Khairy Jamaluddin, said Prime Minister Datuk Seri Ismail Sabri Yaakob.  He said the Ministry of Science, Technology and Innovation (MOSTI), now helmed by former health minister Datuk Seri Dr Adham Baba, will focus on research and development (R&D) to produce COVID – 19 vaccines.

Melaka to move into Phase Two, N. Sembilan to Phase Three beginning Sept 4

Melaka is set to move into Phase Two and Negeri Sembilan into Phase Three of the National Recovery Plan (PPN) beginning this Saturday (Sept 4), said Prime Minister Datuk Seri Ismail Sabri Yaakob.  He said the decision was made by the National Security Council (MKN) Special Meeting, which also unanimously agreed for it to be henceforth known as the Pandemic Management Special Committee.  He said the special committee would also involve representatives from opposition parties as part of a collective effort to involve all stakeholders.

COVID – 19 vaccination outreach programme to be reimplemented in KL, Putrajaya

The vaccination outreach programme will be implemented again for residents who have been left behind in getting their COVID – 19 vaccine in Kuala Lumpur and Putrajaya, said Deputy Federal Territories Minister Datuk Seri Jalaluddin Alias.

He said the focus will be on areas with over 500 positive cases in the past two weeks, especially in People’s Housing Project (PPR) and Kuala Lumpur City Hall (DBKL) housing areas.

Senior Defence Minister Datuk Seri Hishammuddin Tun Hussein today said that the detailed discussion on the adjustment and relaxation of the standard operating procedures (SOPs) in preparation for the COVID – 19 endemic phase will involve three other ministers.

Selangor, Kuala Lumpur, and Putrajaya will transition to Phase Two of the National Recovery Plan (PPN) effective Friday (Sept 10), said Prime Minister Datuk Seri Ismail Sabri Yaakob.  He said the decision was made at the COVID – 19 Pandemic Management Special Committee meeting today.  According to him, the relaxation was the same as that for States that had transitioned to Phase Two previously, including allowing cross-district travel for fully-vaccinated individuals.

Malaysia Imposes Entry Ban on 23 Countries

Long-term pass holders from 23 countries which have recorded more than 150,000 Covid-19 cases are barred from entering Malaysia effective today (Sept 7).

According to a list issued by the Immigration Department on its official Facebook account, the countries include the United States, Brazil, India, Russia, Peru, Colombia, South Africa, Mexico, Spain, Argentina and Chile.  Also on the list are Iran, United Kingdom, Bangladesh, Saudi Arabia, Pakistan, France, Turkey, Italy, Germany, Iraq, Philippines and Indonesia.

High – risk COVID – 19 patients in categories two and three will now be placed at PKRCs

Health Minister Khairy Jamaluddin today said that high – risk category 2 and 3 COVID – 19 patients will now be treated at the low – risk quarantine and treatment centres (PKRCs) around the country.  The decision was one of several key shifts in the government’s strategy Khairy announced in a bid to rein in the virus amid growing public concern over the stubbornly high rate of daily cases and a surging fatality rate.

Khairy announces COVIDNOW, a detailed one – stop website for all COVID – 19 information

The Ministry of Health today launched a simplified platform that will provide all daily information related to COVID – 19 including more granular data that was previously unavailable in a bid to increase transparency, Health Minister Khairy Jamaluddin said today. 

The website — covidnow.moh.gov.my — still employs mostly the same indicators used from the previous reporting practice, but with the addition of new and detailed information like the number of daily tests and patients treated at low – risk treatment and quarantine centres (PKRC).

The ministry had also tweaked some of the denominators used previously, like reporting the number of coronavirus – related deaths based on the time of death instead of reporting only when deaths are confirmed, which had caused backlogs that drove the daily numbers up.

Permission for the Manufacturing Sector to operate at all local authorities in Johor

The manufacturing sector is allowed to operate in Johor according to the employee’s vaccination rates.  

The permitted operating capacity is as follows:
(a) 40% employees complete vaccination rate – Allowed to operate with 60% employee capacity;
(b) 60% employees complete vaccination rate – Allowed to operate with 80% employee capacity;
(c) 80% employees complete vaccination rate – Allowed to operate with 100% employee capacity

Sabah minister:  COVID – 19 vaccination requirement for employees, customers in trade and distribution sectors delayed to Sept 21

Enforcement of the standard operating procedures (SOPs) requiring employees and customers in the trade and distribution sectors, restaurants and supermarkets to be fully vaccinated in order to enter the premises will be deferred to September 21, when Sabah achieves its target of vaccinating 60% of the adult population.

Local Government and Housing Minister Datuk Seri Panglima Masidi Manjun said the SOP was initially announced to take effect after September 15.  However, he said only 52% of the adult population in Sabah were vaccinated as of 12 September .  As such, he said the enforcement date of the SOP would be deferred to September 21 this year, when Sabah achieves its target of vaccinating 60% of the adult population.

Updated SOP for Loading / Unloading activities for Import and Export Purposes

A media release has been issued by the Ministry of Transport regarding the Loading and Unloading Activities for Import and Export Purposes Allowed to Operate 24 Hours 7 Days A Week.  To further ease the movement of all goods nationwide and make it easier for logistics and transportation companies to conduct business, we are pleased to announce that loading and unloading of non – essential goods for import and export purposes will be allowed 24 hours a day, 7 days a week with immediate effect.

Previously, this activity to load and unload non – essential goods to be carried out at premises was limited to Mondays, Wednesdays, and Fridays from 8:00am to 8:00pm. The decision was made following a request from the Ministry of Transport (MOT) to the National Security Council (MKN) in order to prevent build – up of congestion at warehouses and container yards and further ensure the smooth flow of goods as the economy picks up again.

Higher capacity for offices, more retail shops to operate under new SOP relaxations

Offices in Phase 2 of the National Recovery Plan can soon operate at 100% capacity if 80% of employees have been fully vaccinated, the Special Committee on Pandemic Management said as part of numerous relaxations on SOPs announced today.

The tiered capacity allowance for offices in Phase 2 also includes 80% capacity if 60% of employees are fully vaccinated, and 60% capacity operation if 40% are fully vaccinated.  All changes announced today are effective from Friday (Sept 17).

MITI carries out planned steps to facilitate phased reopening of economy

The Ministry of International Trade and Industry (MITI) has carried out planned and organised steps especially in facilitating the phased and safe reopening of economic sectors in order to reduce the unemployment rate.

Senior Minister Datuk Seri Mohamed Azmin Ali, who is also MITI minister, said the reopening of the manufacturing sector, which hinges on strict compliance with the standard operating procedure as well as worker vaccination rate, was driven by the need for the national economy to remain competitive by ensuring that the supply chain is not disrupted and investments are not affected.

MyTravelPass: Immigration dept asked to review categories not required to apply

The Immigration Department has been asked to review the categories of applications to head overseas that can be granted permission directly, without having to apply through ‘MyTravelPass’.  Senior Defence Minister Datuk Seri Hishammuddin Tun Hussien said the directive was issued by the National Security Council (MKN) following the Pandemic Management Special Committee Meeting yesterday, after taking into account public feedback and views on the MyTravelPass programme.  The Immigration Department will present the proposal to the MKN’s COVID – 19 Technical Committee, he said in a statement here.

There are five categories of people who do not need to apply for approval through MyTravelPass to go overseas, which include diplomats and Malaysian Embassy officials returning to work abroad, including their dependants; students and dependants who are continuing their studies provided they have a valid student visa or dependent visa; and long – term pass holders of other countries (Permanent Resident / Resident Pass / Employment Pass).

The other two categories comprise those working with petroleum companies and shipping companies who need to sign – on on ships overseas, and those escorting students abroad for study purposes, which is limited to two escorts.

Relaxed SOP announced for Phase 2, 3 states

The Special Committee on COVID – 19 Pandemic Management which met today has agreed to allow resumption and reopening of more sectors starting Sept 17.  The easing of restrictions under strict compliance of the standard operating procedures (SOP) and for fully vaccinated people was announced by Prime Minister Datuk Seri Ismail Sabri Yaakob in a statement today.  He said among the relaxation included activities under the social sector in states which have transitioned into Phase Two and Three of the National Recovery Plan (NRP).

Interstate travel not part of trimmed SOPs, says Hishammuddin

Permission for interstate travel is not part of the trimmed standard operating procedures (SOPs) of the National Recovery Plan (PPN), said Senior Defence Minister Datuk Seri Hishammuddin Tun Hussein.  He said the decision on matters related to interstate travel needs to be scrutinised by the Special Committee on Pandemic Management chaired by Prime Minister Datuk Seri Ismail Sabri Yaakob.

MYTravelPass Exemption for Malaysian Citizens

The Immigration Department of Malaysia (JIM) would like to inform that effective 1 October 2021, all Malaysian citizens who wish to leave the country for any of the purposes below, are given an exemption from applying for MyTravelPass (MTP) approval:-

1. New students who recently received an offer to study at a foreign university, accompanied by 2 escorts.
2. Current or older students who are continuing their studies abroad with 2 escorts.
3. Students sitting for examinations abroad accompanied by 2 escorts;
4. Emergency matters such as death and critical illness;
5. To meeting or reuniting a wife or husband abroad, where the marriage was only registered abroad;
6. Participating in sporting events, seminars, and meetings;
7. Participating in any humanitarian aid mission.

The Department would also like to clarify that Malaysian diplomats and foreign diplomats remain exempted from needing to apply for the MTP as per the existing ruling.

All documents related to the purpose of travel must be shown to the Immigration Officers on duty at the counters at any international gateway of the country.

Phase Transition and New Relaxation

Malaysia continues to record a declining trend for the R – naught rate of COVID – 19. Yesterday, R – naught for the whole country recorded a value of 0.88 and the admission of COVID – 19 patients to the Intensive Care Unit (ICU) also showed a declining trend.

Based on R – naught, which remains below 1.0, the government is confident that the daily projection of new cases of COVID – 19 infection will continue to record a declining trend with the cooperation of Malaysian Families complying with SOPs despite the number of daily COVID – 19 infection cases showing uncertainty.

The Pandemic Management Special Committee meeting Wednesday, September 29, 2021, agreed to allow a phase shift for the following states effective October 1, 2021:

* Klang Valley: From Phase 2 to Phase 3 (Kuala Lumpur, Putrajaya, Selangor)
* Melaka: From Phase 2 to Phase 3
* Kedah: From Phase 1 to Phase 2

This phase transition was made after considering the current risk assessment by the Ministry of Health Malaysia (MOH) and the National Security Council (NSC).  The Standard Operating Procedures (SOPs) for states entering phases 2, 3 and 4, are the same as before. The latest SOP information will be updated by MKN on the website www.mkn.gov.my.

Current Guidelines on the re – entry of MM2H Participants into Malaysia

Effective from 5th October 2020, MM2H Participants who are stranded abroad and wish to re-enter Malaysia, are no longer required to register and obtain approval from the Ministry of Tourism, Arts and Culture (MOTAC). The procedure to reenter Malaysia will be managed by the Immigration Department of Malaysia.

Interstate, overseas travel allowed for those fully vaccinated

Malaysians who are fully vaccinated will get to reunite with their family and loved ones as interstate travel will be allowed from Oct 11, Prime Minister Datuk Seri Ismail Sabri Yaakob said today.  Interstate travel has been banned since Jan 13.

“However, people in areas under the enhanced movement control order (EMCO) will not be allowed to travel,“ he said.

Though there will be no roadblocks set up by the police specifically for interstate travel, Ismail Sabri said police will conduct random inspections at any time and anywhere.

Approval letter to operate no longer required for businesses in distribution sector

Businesses in the distribution sector will no longer need the approval letter obtained from the COVID – 19 Intelligent Management System (CIMS) to operate following the lifting of the interstate travel ban announced by the government on Sunday.

Domestic Trade and Consumer Affairs Minister Datuk Seri Alexander Nanta Linggi, however, said businesses are still bound by the standard operating procedures (SOPs) prescribed under the National Recovery Plan (PPN), especially states in Phase 2 and Phase 3 of the PPN.

Procedures for Malaysian returning from Singapore for emergencies

Below is the latest set of procedures for Malaysians wanting to return from Singapore to Malaysia for emergencies purposes.

  1. Apply Travel Note through the MyPass website (attach death certificate / doctor’s letter) from the High Commission in Singapore. You will need both Travel Note and the LOU at the Singapore airport before boarding.
  2. At the same time, send an email to MOH () to get the exemption of the 14 days quarantine (Normally, they will not grant the 14 days quarantine exemption but only allow to visit the critically ill relative / attend funeral but to be accompanied by quarantine station staff). Do attach the death certificate / doctor’s letter.

Note : List of Premium quarantine hotels that you can pre – book and get chauffeured from KLIA to the hotel (very fast processing at KLIA). They can help to arrange for the quarantine station staff for the visit.

From Nov 1, foreigners holding Malaysian long-term visit passes will be permitted to enter the country without going through immigration clearance via MyTravelPass / MyEntry as long as the pass is valid.

Immigration Department Director – General Datuk Khairul Dzaimee Daud said the matter was decided at the Special Committee on Pandemic Management Meeting No 60 of 2021 (Series 22) held on Oct 22.

He said the long – term visit pass holders allowed to enter the country without having to apply for immigration clearance through MTP / MyEntry are Diplomat (Exemption Order) / Dependent / Foreign Maid, Employment Pass (Category I, II, III) / Dependent / Foreign Maid, Resident Pass – Talent (RP – T) /  Dependent / Foreign Maid, Professional Visit Pass – Specialist and Professional Visit Pass.

Launch of Vaccinated Travel Lanes between Malaysia and Singapore

The Prime Minister of the Republic of Singapore, Lee Hsien Loong, and the Prime Minister of Malaysia, Dato’ Sri Ismail Sabri Yaakob, spoke on the phone on 8 November 2021.

The Prime Ministers recognised that COVID – 19 has disrupted people to people connections between the two countries, and separated families for many months. Given the significant progress that both countries have made in vaccinating their respective populations and managing the COVID – 19 pandemic, the Prime Ministers agreed that it is timely to progressively resume cross – border travel between both countries, in a safe manner.

Singapore and Malaysia will launch a Vaccinated Travel Lane (VTL) between Changi Airport and Kuala Lumpur International Airport from 29 November 2021. Under the VTL, fully vaccinated travellers will be able to travel between Singapore and Malaysia, and be subjected to COVID – 19 tests in lieu of serving quarantine or Stay – Home Notice.

Walk – in registration for individuals eligible for booster dose from Nov 22

The COVID – 19 Immunisation Task Force – Booster (CITF – B) chaired by Health Minister Khairy Jamaluddin today agreed to implement walk – in registration for those on the waiting list at health facility vaccination centres (PPV) nationwide from Nov 22.

CITF – B in a statement today said the walk-in registration is implemented for individuals eligible for booster jab to receive the shots earlier than their appointment dates, individuals who have yet to receive their first or second dose of COVID – 19 vaccine, those who missed their vaccination appointments and adolescents aged between 12 to 17 have yet to complete their vaccination.

Seven criteria to be met before transition to endemic phase

A total of seven components need to be met before the country can enter the endemic phase, or reopen safely towards living with COVID – 19, says Senior Minister of Defence Datuk Seri Hishammuddin Tun Hussein.

He said this comprised having one standard operating procedure (SOP) with nine guidelines; a Heightened Alert System – HAS; National Testing Strategy; and TRIIS (Test, Report, Isolate, Inform, Seek).  It also entails having an automated ‘Find, Test, Trace, Isolate, Support’ (FTTIS) system, the gradual reopening of national borders, as well as community empowerment ambassadors.

Foreign nationals must pay quarantine fees at international entry points – Nadma

Foreign nationals who wish to enter Malaysia and have signed the Letter of Undertaking (LoU) as well as received the Travel Note should abide by the guidelines set by the government which include paying the quarantine charges at the International Entry Points.

The National Disaster Management Agency (Nadma) said the government had issued such a directive as many non-Malaysian Person Under Surveillance (Pus) at the quarantine stations have failed to settle the payment including the administrative and management charges, until the final day of their quarantine.

MOH Imposes temporary entry restrictions on foreign travelers

The Ministry of Health (MOH) has imposed temporary entry restrictions on foreign travellers entering Malaysia from countries with a high risk of the new COVID – 19 variant of concern, Omicron, or those who have been to the same countries 14 days prior entering Malaysia. The list of the high – risk countries are as follows:

  • South Africa
  • Botswana
  • Eswathini
  • Lesotho
  • Mozambique
  • Namibia
  • Zimbabwe
  • Malawi

However, Malaysian citizens, permanent residents and the long – term pass holders are still allowed to enter Malaysia but must undergo a 14 – day quarantine upon arrival.

The long – term passes entitled to this exemption are as follows:

  • Employment Pass (EP) (Category I, II, and III)
  • Residence Pass – Talent (RP – T)
  • Professional Visit Pass (PVP)
  • Dependent Pass (DP)
  • Long Term Social Visit Pass (LTSVP)

The above measures are temporary and will be reviewed on a regular basis.

MITI My Sejahtera App

MySejahtera is an application developed by the Government of Malaysia to assist in managing the COVID – 19 outbreaks in the country. It allows users to perform health self-assessment on themselves and their families. The users can also monitor their health progress throughout the COVID – 19 outbreak. In addition, MySejahtera enables Ministry of Health (MOH) to monitor users’ health condition and take immediate actions in providing the treatments required.

CMCO ends June 9, Recovery MCO from June 10 to Aug 3

The government will end the Conditional Movement Control Order (CMCO) on June 9, and will bring the country into the Recovery MCO (RMCO) phase from June 10 to Aug 31.  Prime Minister Tan Sri Muhyiddin Yassin said this meant the loosening of restrictions imposed during the MCO period and that certain social, educational and business activities are now allowed to operate.

All Gov’t Services Fully Operational During RMCO

All government services are fully operational during the implementation of the Recovery Movement Control Order (RMCO) which will take effect from Wednesday to Aug 31, said the Chief Secretary to the Government Datuk Seri Mohd Zuki Ali.  He said meetings and workshops would also be allowed in accordance with the security procedures and health protocols issued by the National Security Council (MKN) and the Ministry of Health.

PACU to Facilitate Approvals, Speed up Implementation of Manufacturing Projects

The Malaysian Investment Development Authority (MIDA) will set up a new unit called the Project Acceleration and Coordination Unit (PACU) to facilitate the approval process and speed up the implementation of approved manufacturing projects.  International Trade and Industry Minister Datuk Seri Mohamed Azmin Ali said under the unit, the manufacturing licence approval process for non – sensitive industries will be shortened to just two business days.

Immigration Department Guidelines for the Entry of Expatriate / Skilled Worker / Knowledge Worker for Key Posts and Technical Posts

Immigration Department of Malaysia has issued new guidelines for Expatriate / Skilled Worker / Knowledge Worker Entering Malaysia for Key Posts and Technical Posts, and for Dependents and Foreign Maids during the Recovery Movement Control Order (RMCO) period. The guidelines are applicable for the following:

  1. Expatriate / skilled worker / knowledge worker with an active pass, who is currently abroad.
  2. New expatriate / skilled worker / knowledge worker who is currently abroad.
  3. Dependents, including foreign maids to the expatriate / skilled worker / knowledge worker who is currently abroad.

The Economic Stimulus Implementation & Coordination Unit Between National Agencies (LAKSANA) will ensure all measures under the National Economic Recovery Plan (PENJANA) and the Prihatin Rakyat Economic Stimulus Package (PRIHATIN) reach their target groups in a transparent manner.

Finance Minister Tengku Datuk Seri Zafrul Abdul Aziz said developments involving PENJANA and PRIHATIN were constantly being monitored through the weekly performance reports prepared by LAKSANA.

Guidelines for Expatriates and Related Passes

A.  Entry permission for expatriates with an active pass and approved pass application who are abroad;
B.  Exit Malaysia and return permission with an active pass who are in Malaysia.

This is in conjunction with the announcement made by the Government of Malaysia for expatriates as outlined in the Guidelines during the Movement Control Order (MCO) period.   ESD is pleased to inform you of the latest Guidelines for expatriates and its related passes for the following categories:
A. Entry Permission for Expatriates with An Active Pass and Approved Pass Application Who are Abroad. Please refer to Guideline for the Entry of Expatriate;
B. Exit Malaysia and Return with an Active Pass Who are in Malaysia. Please refer to Guideline for Exit and Return of Expatriate.

LATEST UPDATE 18 JULY: Guidelines for Expatriates and Related Passes

A.  Entry permission for expatriates with an active pass and approved pass application who are abroad;
B.  Exit Malaysia and return permission with an active pass who are in Malaysia.

This is with reference to the latest announcement made on 11 July 2020 pertaining to the Entry Permission for Expatriates AND Permission to Exit and Return to Malaysia. Please find the below changes and updates for the following pass categories:

NO PASS TYPE CONDITION
1.

a) Employment Pass Category I (EP I) & Residence Pass-Talent (RP-T).

b) Dependants & Foreign Maids for (EP I & RP-T)

EXITED MALAYSIA BEFORE 11 JULY 2020 and will be returning to Malaysia ARE EXEMPTED TO OBTAIN ENTRY PERMISSION from Director General of Immigration Malaysia (DGIM).

Note : Applicant who has exited/wish to exit Malaysia after 11 July 2020 MUST obtain Exit and Return Permission from DGIM.

2. a) Employment Pass Category II & III (EP II & EP III).
b) Professional Visit Pass (PVP)
c) Dependants & Foreign Maids for (EP II & EPIII)
d) Long Term Social Visit Pass (LT-SVP) for (EP I, EP II, EP III & RP-T)
REQUIRED TO OBTAIN ENTRY PERMISSION from Director General of Immigration Malaysia (DGIM).

Entrepreneur Development and Cooperatives Ministry, MOF in discussion to increase allocation to SMEs

The Ministry of Entrepreneur Development and Cooperatives and the Ministry of Finance are in discussion to increase funds for TEKUN Nasional to channel additional assistance to small and medium enterprises (SMEs) affected by COVID-19.

Entrepreneur Development and Cooperatives Minister Datuk Seri Dr Wan Junaidi Tuanku Jaafar said the results of the discussion will be known within one to two weeks.

Implementation of Additional Facility in ESD Online System

MYENTRY Online System for the permission of entry / exit and return to Malaysia for Expatriates, and its related passes.

During the Movement Control Order (MCO), the Immigration Department of Malaysia (JIM) has outlined the Guidelines for Expatriates for Key Posts & Technical Posts, and for Dependants and Foreign Maids to enter/exit Malaysia which requires permission from the JIM.

To support the Government’s efforts, JIM has developed the MYEntry online system to enhance the current application process. MYEntry is an online platform which enables the public and relevant Government stakeholders, including Malaysian embassies abroad, to apply, process, monitor and track applications in real-time. MYEntry is accessible through the Expatriate Services Division (ESD) online system effective 10 August 2020.

MYEntry will be fully implemented on 17 August 2020. Hence, all applications submitted to before 17 August 2020 which have yet to receive a decision after 14 working days from the date of submission, can be re – submitted via MYEntry.

Latest Update: Entry Restrictions on Foreign Travelers to Malaysia

Referring to the recent announcement on entry restriction made on 8 September 2020, please be informed that foreign travelers with long – term passes may now enter Malaysia with an approval by the Immigration Department of Malaysia. Those who wish to enter and exit & return to Malaysia may submit the entry permission request via MYEntry system, for all categories. Meanwhile, the permission that has been granted before 7 September 2020 is still applicable and applicant may use the letter to enter and exit & return to Malaysia using the existing approval.

The enter and exit & return to Malaysia permission cover travelers holding the following long – term passes from Malaysia:

1. Permanent Residents (PR);
2. Malaysia My Second Home Programme (MM2H);
3. All expatriates that hold the Employment Pass Category I, II and III; Residence Pass-Talent (RP-T); Professional Visit Pass (PVP) and their Dependants
4. Foreign Students

Application for extension of MIDA Confirmation Letter [SURAT PENGESAHAN MIDA (SPM)]

The present MIDA Confirmation Letter [Surat Pengesahan MIDA (SPM)] will expire on 31st December 2020.

Starting 1st November 2020, companies may apply for the extension of SPM via https://investmalaysia.mida.gov.my to claim for import duty and / or sales tax exemption from the Royal Malaysian Customs Department on machinery / equipment / spare parts / prime movers / container trailers for the following:

– Manufacturers in Principal Customs Area (PCA)
– Companies Engaged in Hotel Business
– Haulage Operators

Welcoming Investors, Keeping Malaysia Safe

MyTravelPass applications can be made from Oct 8

Beginning today, applications to enter and exit the country for Malaysians and foreigners, during the Restoration Movement Control Order (RMCO) until Dec 31, can be done via MyTravelPass which can be accessed at the Immigration Department website.

Immigration director-general Datuk Khairul Dzaimee Daud said that the approval process for applications made under MyTravelPass will take about five working days.

Entry Restrictions on Foreign Travelers to Malaysia

This is in reference to the latest announcement made on 18 September 2020 pertaining to the entry restrictions on foreign travellers to Malaysia.

Please be informed that the Government has made the decision to allow expatriates and their dependants, including foreign maids, to expatriates who are holding a valid long-term pass and/or has obtained pass approval application to enter Malaysia.

The category of the pass are as follows:

1. Residence Pass-Talent (RP-T) and their dependant/s
2. Employment Pass (Category EP I, II and III)
3. Professional Visit Pass (PVP)
4. Dependant Pass to expatriate for all categories
5. Long Term Social Visit Pass (LT-SVP) to expatriate for all categories
6. Foreign Maid to expatriate for all categories

Announcement of Latest Act on Temporary Measures to Reduce the Effects of COVID – 19

Among the steps taken is to enact the Temporary Measures For Reducing The Impact of Coronavirus Disease 2019 (COVID – 19) Act 2020 which was passed in the lower house of the bicameral Parliament (Dewan Rakyat) on 25th August 2020 and the upper house of the bicameral Parliament (Dewan Negara) on 22 September 2020 and scheduled to be gazetted on 23 October 2020 upon the consent of His Majesty the Yang di – Pertuan Agong in accordance with Article 66 of the Federal Constitution.

This Act will be enforced for two (2) years from the date it was gazetted or as the date and period of validity in any part of the provision of this Act.

MITI’s Work From Home FAQ

Employers in conditional movement control order (CMCO) areas have to follow the 10am to 2pm timing for when the maximum 10% of their management and supervisory staff are allowed in office throughout the CMCO period, the Ministry of International Trade and Industry (MITI) said today.

In a list of frequently asked questions (FAQ) released on its Facebook page, MITI stressed that it is compulsory for “industries” in CMCO areas to practise the WFH policy for its management and supervisory staff who carry out tasks such as those related to accounting, finance, administration, law, planning, and ICT.

Extension of MyFutureJobs Recommendation Implementation Period

MOHR has announced the extension of ‘MYFutureJobs Recommendation’ implementation period for Foreign Workers and Expatriates applications to 1 January 2021 in order to review the suggestions from respective cambers.  MOHR will discuss with relevant Ministries to establish the required conditions for automatic approval and ensure effective implementation mechanisms are in place. These conditions and guidelines will also be presented to the chambers and industry players for feedbacks prior to implementation.

It has been recommended that companies commence with the renewal of work permits for expatriates whose Pass are expiring in the 1st quarter of 2021. Submission for renewal is open 3 months before date of expiry.

The Ministry of Human Resources (MOHR) has recently issued new guidelines on the jobs advertisement requirement via the national employment portal MYFutureJobs for the purpose of expatriate hiring effective 1 January 2021. This overrides the previous guidelines issued on 1st July 2020 by MOHR.

HR Minister: COVID – 19 screening program for foreign workers to begin Dec 1

The Human Resources Ministry will carry out the targeted COVID – 19 screening programme for foreign workers based on the red zones with a high population of foreign workers from Tuesday (Dec 1).

Human Resources Minister Datuk Seri M. Saravanan said this would be carried out by the Social Security Organisation (Socso), in collaboration with private clinics and hospitals, so as to ensure comprehensive implementation.

“The screening will use the Rapid Test Kit (RTK) Antigen approved by the Health Ministry and the cost will be borne by SOCSO.

EPF: Employers can submit employees’ applications to maintain statutory contribution rate at 11% starting Dec 14

Employers may submit beginning December 14, 2020, their employees’ applications to maintain the latter’s share of statutory contribution rate at 11%, said the Employees Provident Fund (EPF).

It said the submissions can only be done via its i-Akaun (Employer) portal.

“This is in line with EPF’s efforts to ensure physical distancing and minimise face to face interactions to prevent the spread of COVID – 19.  During this period, the EPF is limiting employers from coming to its branches, as well as restricting officer visits to employer premises. Employers can only be at EPF branches for the purpose of employer registration with an appointment made via ‘Janji Temu Online’,” it said.

Reduced Quarantine Period for Inbound Travellers

With effect from 21 December, please be informed that the Government has made the decision to reduce the mandatory quarantine period for all inbound expatriates and their dependents, including foreign maids, from fourteen (14) days to TEN (10) days.

The Ministry of Health announced that this decision was made based on studies of clinical reports and global best practices, where countries such as the United Kingdom, Germany and Belgium have also reduced their quarantine period from 14 to 10 days.

Travellers arriving in Malaysia are required to provide their latest COVID – 19 RT – PCR test result at the Permitted Entry Points. If the result is NEGATIVE, the travellers will be placed under mandatory quarantine for SEVEN (7) days. If the travellers are unable to provide their latest COVID – 19 RT – PCR test results, they will be placed under mandatory quarantine TEN (10) days at the designated Quarantine Centres.
