Naval Group Taps Dutch Expertise for Royal Netherlands Navy’s Orka Submarine Production

France’s Naval Group has expanded its Dutch industry partnerships for the Royal Netherlands Navy’s future Orka – class submarines, securing fresh contracts with Nevesbu and Van Halteren Technologies at a defense and security convention in Rotterdam.

Both companies join Team Orka, a growing network of Dutch suppliers working under Naval Group’s lead as part of the 2024 Replacement Netherlands Submarine Capability to replace the NATO military’s Walrus – class undersea fleet, in service since the 1990s.

The partnerships also support the Industrial Cooperation Agreement between Naval Group and Amsterdam’s economic affairs agency, aimed at strengthening local expertise, long – term maintenance autonomy, and Dutch – French maritime cooperation.

Stealth, Systems Integration
Based on the agreements, Nevesbu will design several complex subsystems for the new boats, reinforcing the company’s long-running role in submarine development for the nation over the past nine decades.

The company will focus on key challenges such as noise reduction and ultra-precise system integration, essential for a vessel that must remain difficult to detect while operating within extremely confined internal spaces.

“Nevesbu’s contribution to this programme highlights our strength as a knowledge partner in submarine design,” Nevesbu Managing Director Bart van Rijssen stated.

“We look forward to working with Naval Group and the other partners to realize a new class of advanced submarines for the Netherlands.”

Hardware Support
Meanwhile, Van Halteren will provide critical hardware, including central hydraulic power units, refrigeration and freezing systems, anchor winches, and capstans.

Designed and produced in-house, these systems will be assembled under strict standards for shock resistance, reliability, and compact, lightweight construction.

“The Royal Netherlands Navy is an important customer for us, and we are proud that, in cooperation with Naval Group, we can contribute to this new class of Dutch submarines,” Van Halteren CEO Izaak Veerman said.
